If you are looking for an easier route to bed of flowers than Nokonoshima Island, choose Uminonakamichi which is accessible by subway. But if you are not a plant or flower lover, you can skip this since this has less seating and shaded area. To hot to visit in the middle of a summer day.

Better to see this place in Spring when it is still colder. If the sun doesn't bother you, then you can visit during summer. I have visited the place mid-May, and the sunshine is just too striking, even if it's near the seaside and you can feel the air, the weather did bother me a lot.
I was able to attend rose festival in Osaka in year 2014, just for comparison, I was expecting for more in Fukuoka. Of course the flowers were blooming in Uminonakamichi Park, but the volume of roses were not that much compared to Nakanoshima or Tsuurumi Ryokuchi Parks in Osaka.
Also, there were only few seating area on this place. None the less, if you have spare time other than Dazaifu, you can consider this place too.
