It is suggested by most of the vlogs to visit National Taichung Theatre due to its architecture and design. If you have a chance to watch the performances the better.
Going to the public areas in the theatre is for free. Roam around the shops in Village Bazaar in 1F, to enjoy the urban lifestyle.
Every corner in this bazaar has its unique character and appearance.
Then go to 5th floor image3 — a Visual Language Space. They display books from various countries, however, most are not written in English.
Head to 6th floor to visit the sky garden.

The overlooking view of the cafe requires reservation if you prefer to seated on the window side. One order of drink will allow you to stay for 90 minutes.
They will still accommodate walk-in guests, but the table will be behind the cafe counter. So if you are interested in the food and drinks, take the opportunity to taste it.

But if you are after the overlooking view, take the stairs to 5th floor. Head to the window side you'll see the same view just one level lower. And you'll have it for free.
